Well an IRC channel is a good idea, were it not that it has been tried by antiRTFM and me.
We reserved a channel named #Cpplus on irc.freenode.net at that time.
Most of the time it was just me and antiRTFM in the channel.
The problem is that most people leave if it's not very active.
And if no one decides to stay the channel will never become active.
The forum has quite some members, but a lot of them became inactive after a while.
I'm not sure what's causing this. Perhaps busy life (school, social life, etc.), or just losing interest.
That also does not help to create an active community.
Your best bet would be to join channel ##C++ on irc.freenode.net
It's very active, but only for questions and discussion about standard C++
Most of the times there are plenty of people willing to help noobs as well.
Just don't stray from standard C++ and post code using codepad.org
I'm there too from time to time and antiRTFM too I believe.
